DEFINITION
This position involves performing professional and managerial work that includes assisting in the planning, organizing, and providing oversight of the school division’s human resources functions and programs. It provides management oversight of a staff of employees which include human resources coordinators and clerical staff, as well as investigators and part-time employees. An incumbent in this class is responsible for assisting with the administration of policies and procedures involved in the recruitment, selection, employment, and assignment of instructional, administrative, and classified level employees. Oversight of employee development, compensation, performance management, employee relations, and organizational development are also key responsibilities of this position. The work includes developing program plans, goals, and objectives and independently supervising the implementation of approved programs. Work is reviewed in terms of efficiency and effectiveness of the departmental operations and compatibility with established goals, objectives, policies, and procedures... The HR Director ensures that HR initiatives are aligned with the school division’s mission, core values, and strategic goals.
SUPERVISION
Work is performed under the general direction of the Chief Human Resources Officer and is reviewed in terms of efficiency and effectiveness of operations, quality and timeliness of work, and adherence with school division goals and objectives.
ESSENTIAL FUNCTIONS OF THE CLASS (May not include all duties performed)
Assists with the planning, directing and implementation of human resources programs.
Reviews and administers personnel policies of the School Board and recommends changes and improvements to such policies.
Supervises and evaluates designated staff of the Department of Human Resources.
Administers established procedures involved in the recruitment, selection, employment and assignment of administrators, teachers, and classified employees.
Assists in managing and monitoring the budget of the Department of Human Resources.
As directed, works collaboratively with the human resources staff of the Norfolk Healthcare Consortium to administer and carryout established procedures and recommendations.
Provides procedural oversight of the recommendation of prospective incumbents elected to serve as administrators, teachers, or classified positions.
Assists as necessary and accordingly in the recommendation of assignments, transfers, dismissals, and promotions.
Supervises the process of screening and interviewing administrative applicants and follows up accordingly with the Chief Human Resources Officer with recommendations to the superintendent of schools.
Provides oversight of the incumbent responsible for the necessary processing for issuance and renewal of state credentials/licenses as issued through the Virginia Department of Education (VDOE); provides leadership and direction relative to the tuition reimbursement process.
Supervises the preparation of required reports relative to personnel and monthly personnel dockets for the School Board.
Assists in the oversight of the implementation of the school division’s evaluation systems (teacher performance evaluation system, principal performance evaluation system, classified appraisal system, and central office appraisal system).
Establishes goals and objectives for building the capacity of the school division’s human capital.
Represents the Department of Human Resources in conferences/meetings which involve employee relationships and staff morale; acts as a human resources counselor.
Provides leadership and recommendations relative to employee compensation for appropriate and competitive wage and salary administration.
Assists in the facilitation of employee grievances and other legal issues.
Serves as a liaison between the city attorney’s office and the school division relative to legal matters pertaining to personnel.
Engages in actively advocating, promoting, and securing the rights of all employees within the school division.
Supports the Chief Human Resources Officer in administrative efforts; keeps the Chief informed of pertinent division developments and events and seeks the Chief’s counsel on decisions as necessary.
Serves as a consultant on matters pertaining to teacher associations.
Works effectively with the Employee Relations & Investigations Coordinator and other staff on the investigation of harassment, discrimination, and hostile work environment claims; prepares reports as required and necessary.
Serves as a member of the Professional Review Board and other committees assigned by the Chief Human Resources Officer.
May attend recruiting fairs; represents the school division at various college seminars.
Assists in the maintenance of written updates to employee handbooks.
Provides oversight of the responsiveness to questionnaires, surveys, and correspondence from research or professional organizations requesting information regarding the division’s personnel program, and the requests of district personnel on matters not clearly covered by regulations, policy, or legislation.
Performs other related work and tasks as assigned by the Chief Human Resources Officer.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of the principles and practices of human resources management specifically in the areas of recruitment, selection, placement, and compensation.
Thorough knowledge and understanding of public-school division’s organization and administration and how to align departmental responsibilities most effectively with the school division’s mission, goals, and objectives.
Ability to conduct detailed analytical evaluations and studies and to prepare related reports and recommendations.
Ability to communicate effectively orally and in writing, including the ability to explain and defend the school division’s policies and procedures.
Thorough knowledge of employment law including the Virginia Retirement System.
Considerable knowledge of the legal status governing the relations between employers and employees, and of the certification requirements established by the Virginia Department of Education.
Ability to establish and maintain effective working relationships with school officials, employees, and the public.
Ability to plan, organize, and direct the work of subordinates.
MINIMUM EDUCATION, TRAINING AND EXPERIENCE REQUIREMENTS
Master’s degree in human resources management/personnel administration and/or educational administration and/or a related field. Considerable professional experience in human resources/personnel management and/or in education administration.
LICENSE/CERTIFICATION
Work is executed in accordance with best practices/body of knowledge as set forth by organizations such as American Association of School Personnel Administrators (AASPA), Human Resources Institute (HRCI), Society for Human Resources Management (SHRM) or International Public Management Association (IPMA). Human Resources Certification from an accredited body is preferred.
